This guide is intended for the Merit Badge Counselors, however, it has important information you need to be aware of. A clear understanding of what is expected between the Scout and the Counselor is a good idea before beginning work on any merit badge to avoid problems. A "Blue Card" is required for every Merit Badge - it is the Scout's advnacement record HOWEVER in some special circumstances, a "Blue Card" may be replaced by another form of tracking. ONLY events such as the National Jamboree, some camporees or Council events may substitute such an alternate form of tracking. These forms should be kept with your other Blue Cards to present as proof of earning the merit badge or at a Board Of Review. The Blue Card At the first meeting with the Scout, he should present to you a three part blue card, the Application for Merit Badge, signed by the Scoutmaster (Fig. 1). This is the Scoutmasters way of knowing what merit badges his scouts are working on and what day they srated (important for merit badges requiring a minimum amount of time.) Be sure that each Scout has printed his name (Fig. 1, 2, and 3) and the name of the merit badge (Fig. 1b, 2a, and 3b) on each section of the card, and filled in any other pertinent information Fig. 1a and 3a). While this should be the responsibility of the unit leader to check that it is done prior to seeing you, you should check to see that it has been completed and is legible. Fill in your information on the back of the first section of the blue card (Fig. 1a). DO NOT sign or date either of the lines for your signature until the Scout has completed all the requirements! As you meet with the Scout and test and pass him on individual requirements, sign off on each requirement on the back of the Applicant's Record section of his blue card. Whether you or the Scout keeps the blue card between sessions is a matter between the two of you. In either case, it is YOUR chocie to keep an additional record of what requirements he has passed, and give it to the one that does not keep the blue card. In most cases, the counselor requires teh scout to keep track of his own card, however, this often ends in dissappointment as many scouts do not take care of the cards as they should When the scout has completed all requirements for the merit badge, sign and date the two lines for your signature (Fig. 1 and 2). We also suggest writing ‘Completed' on the back of the Applicant's Record section (Fig, 3). Keep the Counselor's section (Fig. 2c) for your records, and as a safe guard for the Scout in case the remaining two sections of the card are lost. Going through the washing machine is a common way for scouts to lose their blue card.
